What’s Behind CAIR-Florida’s Advocacy Hubs: the silent play reshaping the power of Islam in Tallahassee – Tampa – Orlando in Florida (2025)? They seek to promote Muslim legislative priorities at the national, state, county and city levels.
On December 8, 2025, Florida Governor Ron DeSantis issued an Executive Order designating the Council on American-Islamic Relations (CAIR) and the Muslim Brotherhood as “Foreign Terrorist Organizations”.
This state action has no federal equivalency-neither CAIR nor the Muslim Brotherhood are designated as such by the U.S. State Department-and appears to be symbolic, but it obligates state agencies to deny material support to those who support them. aljazeera.com
DeSantis justified the move by citing alleged CAIR ties to Hamas (through a 2007 case where CAIR was an unindicted co-conspirator) and claiming that the Muslim Brotherhood supports violence to establish a global Islamic caliphate, including attacks against Israel. wfla.com miamiherald

CAIR, founded in 1994 as the largest Muslim civil rights organization in the U.S., immediately responded by announcing plans to sue DeSantis, calling the order “defamatory and unconstitutional” and an “Israel First political stunt” to silence criticism of Israel and distract from its “genocide” in Gaza. aljazeera.com reuters

In a joint statement, CAIR and CAIR-Florida accused DeSantis of prioritizing Israel over Floridians, citing his first cabinet meeting in Israel (2019), diversion of millions in Israeli bonds and threats against chapters of Students for Justice in Palestine (SJP), which backed down after a CAIR lawsuit. cair

They stated, “We will see DeSantis in court, where facts matter and conspiracy theories don’t weigh in.” aljazeera.com cair cbsnews

CAIR-Florida Advocacy Hubs
CAIR-Florida Advocacy Hubs Formulary Analysis
The form describes an initiative launched in late 2024 by CAIR-Florida (Council on American-Islamic Relations, Florida chapter), a Muslim civil rights organization. Its goal is to “empower Muslims to impact governmental decisions” through teams organized in geographic and governmental districts in Florida. It emphasizes values such as “respect, dignity, justice and equality,” and seeks to build a “powerful voting bloc” through the Florida Muslim Caucus, with goals such as having teams in each of the 28 congressional districts within a year.
Key elements of the form:
- Proposed Activities: Represent “Muslim perspectives” in public debates, research legislation, lobby officials (local, state and federal), meet in Tallahassee and Washington D.C., write letters/editorials, recruit candidates (or run for office), and mobilize communities (including mosques or masjids).
- Approach: Does not mention imposing sharia or Islamic laws; focuses on civic engagement, similar to how groups such as the NAACP (for African Americans), AIPAC (pro-Israel) or the NRA (pro-gun) operate. It includes non-Muslim allies and emphasizes influence on laws, actions and public discourse.
- CAIR context: CAIR is the largest Muslim civil rights organization in the U.S., with 35 chapters. Conservative critics accuse it of historical ties to the Muslim Brotherhood (Hamas influence), based on a 2007 case (Holy Land Foundation), but CAIR denies this and wins legal cases against discrimination. In Florida, with ~500,000 Muslims (2-3% of population), seeks electoral turnout, as in “Muslim Day at the Capitol” April 2025. senate.gov +4
Perception of “intentions”: The form is explicit in seeking political influence.
Critics on X (as recent posts sharing RAIR Foundation articles) call it an “Islamic takeover” or “red-green alliance” (left + Islamism), warning of infiltration in a red state like Florida.
Current Qualifications for Senate and Congressional Offices
The U.S. Constitution (Article I, Sections 2 and 3) establishes minimum requirements for these positions, which allow naturalized citizens to participate after a period of time: senate.gov +6
- Senate: Minimum 30 years of age, 9 years of U.S. citizenship, and resident of the state represented.
- House of Representatives (Congress): Minimum 25 years of age, 7 years of citizenship, and resident of the state.
This means that naturalized citizens (immigrants who obtain citizenship) can apply and serve, as long as they fulfill the years of citizenship.
Examples include political figures such as Ilhan Omar (naturalized Somali, in the House).
The Presidency does require U.S. birth (or citizen parents), but does not apply to Congress/Senate. senate.gov +1 At state/county levels, varies by state, but generally allows naturalized (e.g., in Florida, similar requirements with no birth restriction).Proposed Laws to Restrict Naturalized Citizens
There are no current laws or proposals active in Congress that would restrict offices to birthright citizens only, as they would violate the 14th Amendment (equal protection) and judicial precedent (e.g., Wong Kim Ark case of 1898, which protects naturalized citizenship). brennancenter.org
Recent searches show:
- Proposals related to birthright citizenship, such as the Birthright Citizenship Act of 2025 (H.R. 140), which would limit automatic citizenship to children of citizens or legal residents, but does not affect political office. forumtogether.org +2
- Denaturalization efforts (revoke citizenship) prioritized by DOJ in 2025 for fraud or felony cases, but not general bans on charges. npr.org
- SAVE Act (2025) requires proof of citizenship for voting, but not for candidacy. americanprogress.org
- Dignity Act (immigration reform) proposes legal status without full citizenship for undocumented immigrants, but does not restrict naturalized immigrants. americanimmigrationcouncil.org
A law today would be unconstitutional, as it would discriminate on the basis of origin and contradict principles of equality, but it is in this governmental weakness that Islam is introduced and operates.
Historically, similar attempts (e.g. against immigrants in the 1800s) failed in the courts.Examples of Muslim Influence in Politics in England (UK)
In the UK, Muslims (~6-7% of the population) have gained representation, but they do not “overthrow” the system; they operate within secular democracy.
- Examples:
- Sadiq Khan (Mayor of London, naturalized Pakistani) faces Islamophobia but promotes integration. Pro-Gaza independents like Shockat Adam Patel and Ayoub Khan won seats in 2024, influencing debates on Palestine, but represent minorities.
- Influence: Muslim vote reshapes elections in areas like Birmingham (influence in Labour Party), but faces backlash (e.g. Liz Truss accused “Islamism” in Labour in 2025).
- There is no imposed sharia; the system remains secular, with discussions on voluntary sharia councils.
- Criticism: Some see influence in local councils (e.g., debates on religious vs. secular values), but studies show under-representation of Muslim women and discrimination.
In summary, the CAIR form is legal advocacy, but beware of past history.
